Urban Sustainability, Digital Governance, and Smart Cities: Combining Technology and Public Policy

Abstract

The emergence of smart cities throughout the world has changed how academics and decision-makers see sustainability, public administration, and urban development. Digital infrastructure, data systems, and sensor-based optimisation were frequently highlighted in early smart-city agendas, which portrayed technology as the main remedy for urban complexity. However, over time, research has demonstrated that the quality of governance structures that link digital technologies with public policy, democratic accountability, and long-term sustainability objectives is more important to the success of smart-city efforts than technological expertise alone. Through a policy-focused analysis of the literature, this paper investigates the connection between smart cities, digital governance, and urban sustainability. It makes the case that smart urbanism should be viewed as a socio-technical governance initiative in which institutions, citizens, technology systems, and environmental goals are linked. By outlining the conceptual development of the smart-city paradigm, analysing the contribution of smart systems to sustainability transitions, examining the role of digital governance in public value creation, identifying important institutional and ethical challenges, reviewing emerging governance models, and putting forth a policy framework for fusing technological innovation with urban sustainability, the article develops this argument in six steps. The study concludes that the creation of governance structures that can use digital technology to create more resilient, inclusive, and environmentally conscious cities is more important for the development of smart cities than urban automation as a goal in and of itself.
