Abstract

The pursuit of economic and social balance is a major concern for governments and ruling authorities in countries around the world. In this context, successive theories have sought to achieve such balance. Some emphasize the need for the state to assume responsibility for the various dimensions of economic and public affairs, whereas others regard state intervention as one of the factors that may disrupt economic and social equilibrium. Public–private partnership (PPP) is an important strategic approach and a policy instrument capable of contributing to the achievement of economic, social, and financial balance. Consequently, it has attracted considerable attention from the governments of both developed and developing countries. Public–private partnership projects, which expanded during the 1990s, covered numerous areas that had previously been largely reserved for the state, including basic infrastructure, telecommunications, tourism, transport, and scientific research.
