Abstract

The Council of Ministers is the core political executive of the Union government in India's parliamentary system. Headed by the Prime Minister and formally appointed by the President, the Council is collectively responsible to the Lok Sabha and performs a central role in policy-making, administration, legislation, financial governance, and national coordination. The constitutional distinction between the Council of Ministers and the broader Council structure, including the Cabinet, reflects different levels of executive responsibility and decision-making. Effective executive governance depends on coordination, collective responsibility, administrative capacity, parliamentary accountability, and constitutional discipline. This paper examines nine major dimensions of the Council of Ministers and executive governance in India, including constitutional foundations, composition, collective responsibility, Cabinet leadership, policy-making, parliamentary accountability, administration, federal coordination, and contemporary challenges.
